From Skill Shortages to Decent Work
Extensive research of skill eco-systems and workforce development has been undertaken in recent years, initiated in NSW by BVET and later taken up on a national basis. Current skills problems in Australia can only be overcome if workforce development is better linked with business/organisational development. This is essential for continued productivity growth and more decent work.
Recent studies of work and skills in the future provide leads on how this can be done. They highlight the importance of engaging with skill ecosystems i.e. clusters of high, intermediate, and low levels of competence in particular regions or industries which are shaped by interlocking networks of firms, markets and institutions. The Australian skill ecosystems pilots and US regional workforce development programs provide practical lessons on how this can be done.
This project covered the research on skill eco-systems and workforce development and implications for skill development policy and funding frameworks and produce clear options for a policy framework based on skill ecosystem model that can support application of Commonwealth and state training funds and incentives to strengthen state support for innovation and workforce development in industry. The project is now complete and final report available.
