The role of VET providers delivering improved outcomes across skill networks

The Skill Ecosystems project is a result of research commissioned by the Board into the changing nature of work and the link between skills development policy and work. The research report, Beyond Flexibility: Skills and Work in the Future, was published in October 2001. The research highlighted a need to broaden Government skills policy to better reflect and respond to emerging work trends.

Beyond Flexibility recommends extending skills policy beyond the current focus on the supply of skills to also consider the demand for and use of skills. The report also recommends shifting the focus from the narrow relationship between individuals and firms to the broader relationships within production and service networks and the various forms of non-standard employment associated with them. Beyond Flexibility proposes the skill ecosystem concept to explain the emerging relationship between skills and work as an alternative framework for skills policy. The report suggests that using skill ecosystems as the focus for skills policy will encourage consideration of both skills demand and supply, and of the relationship between firms, regulators, institutions and labour markets.

The Skill Ecosystems project is a national project funded by the Australian National Training Authority which is being led by the Department of Education and Training. The objective of the project is to develop and implement strategies that enable VET providers to foster and support regional and industry skill ecosystems. As part of the Skill Ecosystems project, three demonstration projects will be implemented in 2003 to explore the dynamics of different skill ecosystems throughout New South Wales.
